We are seeking a financial leader to serve as the
Deputy Finance Director for the SD Department of Game, Fish & Parks. This position will be responsible for leading and supporting the day-to-day financial functions for the state's fish, wildlife, habitat, and outdoor recreation management agency. Responsibilities will include providing executive level financial and legislative support, developing & managing department budgets, serving as business manager & board member on the Turn In Poachers board, and serving as the department's internal control officer.
This is a full-time position with the SD Department of Game, Fish & Parks. SDGFP values service, excellence, communication, and stewardship. Duties include, but are not limited to:
- lead department-wide processes such as budget development; budget monitoring, budget submission and budget tracking;
- analyzing revenues and expenditures to ensure proper cash flow and compliance with law, regulations, and policy;
- lobbying and testifying before committees of the South Dakota Legislature pertaining to fiscal matters of the agency;
- preparing and presenting budget and financial information for the GFP Commission;
- preparing and completing fiscal impact related information and forms for GFP Commission proposed administrative rule changes;
- overseeing the preparation of monthly, calendar year, and fiscal year financial statements of the agency;
- serving as an ex officio board member and business manager of Wildlife Protection Inc. commonly known as the "Turn In Poachers" TIPs Board;
- serving on the department's executive management leadership team;
- serving as the Internal Control Officer for the department.
The Ideal Candidate Will Have:A Bachelor's degree in accounting or related business degree with coursework in accounting and management experience is preferred. A Master of Business Administration degree would be beneficial but not required.
Knowledge of:- Generally Accepted Accounting Principles (GAAP);
- principles and practices of fiscal administration and budget techniques;
- computerized accounting software, Microsoft Excel, Word, Query, and other desktop tools;
- governmental accounting;
- accounting and reporting systems.
Ability To:- communicate clearly and concisely;
- write technical reports or other documents based upon research, investigation, and/or analysis;
- interpret and apply policies, business practices, federal and state laws and regulation, etc. in performing analysis;
- establish and maintain effective working relationships with others;
- develop recommendations designed to improve efficiency and effectiveness;
- work collaboratively with a variety of groups on fiscal and policy issues;
- lead and direct teams in various business functions;
- supervise staff;
- work within a team environment.
Team GFP members work together and receive training to comply with all regulations and requirements.
The position is located in Pierre. There will be some travel required in this position. This position is exempt from the Civil Service Act.
