This position’s primary duty is assisting in managing, planning, directing, and reviewing operations of the Fire Department. This includes, but is not limited to, Federal Aviation Regulations (FAR) Part 139 compliance, capital and general budget forecasting, personnel hiring, promotional testing, and records management. The Senior Fire Captain may also conduct multi-agency disaster drills, Airport Emergency Plan review, and emergency response, when needed. The Senior Fire Captain assists in coordinating activities with other Omaha Airport Authority (OAA) departments and outside agencies and provides executive level support to the Fire Chief. The Senior Fire Captain is the Senior Fire Officer in charge of the department in absence of the Fire Chief.
This position is expected to work a standard 40-hour work week, Monday through Friday.
This is an exempt position in the Airport Rescue and Firefighting (ARFF) Department. The Senior Fire Captain reports to the Fire Chief.
Assist the Fire Chief in budget review, capital budget forecasting, and ARFF department master planning.
Assist the Fire Chief with recruiting, interviewing, and selecting new hires and internal promotion candidates for the Fire Department.
Assist the Fire Chief with investigations concerning citizen’s complaints, personnel issues, employee grievances, and recommending corrective actions.
Coordinate with mutual aid agencies to conduct tabletop and full-scale exercises.
Conduct lectures and professional training seminars for outside agencies.
Determine whether to aid with responses to airfield and medical emergencies as well as to implement appropriate action, using discretion.
Assume the role of Incident Command in the absence of the Fire Chief.
Ensure all Fire Department employees’ certifications and training, to include FAR Part 139 documentation requirements, remain current prior to employment and throughout career. Prepare lesson plans, tests, and answer sheets for all training items and categories.
Ensure all training data is recorded in official records.
Prepare and submit final training summaries, annual reports, and other administrative data to the Fire Chief, OAA staff, FAA, State Fire Marshal, Health Department, and others.
Perform and supervise FAR Part 139 tenant refueler and tank farm inspections.
Assist with maintaining all Fire Department administrative files and ensuring all administrative files are maintained in proper order and are identified.
Oversee the airfield driver certification program.
Develop emergency planning and operational procedures for various response scenarios.
Communication, using radio equipment, essential information to appropriate parties adhering to established protocols.
Oversee ARFF’s Driver’s Training Program to include Movement and Non-movement Areas.
Perform other duties as assigned.
At least five years’ progressively responsible experience with a civil or military Fire/Rescue Department, achieving the rank of Captain, and an Associate’s degree in Fire Science; the degree requirement may be waived by the Fire Chief if the candidate possesses the requisite national certification for a Senior Fire Officer (Fire Officer III, Instructor III, Inspector I) OR 15 years’ firefighting experience, including at least five years at the rank of Captain
Thorough knowledge of FAR Part 139; TSA Directives; national, state, and local fire codes
Thorough knowledge of fire and Emergency Medical Treatment (EMT) equipment, vehicles, and their operation and use
State of Nebraska certified EMT
Ability to obtain a Non-Movement Area and Movement Area driver qualifications within the probationary/qualification period and maintain these certifications throughout employment.
Ability to successfully complete department training to include airfield driving certification.
Perform other duties as assigned.
Familiar with information technology systems, including web- or server-based systems, with the ability to enter and recall emergency incidents on the National Fire Incident Reporting System, the Nebraska Fire Incident Reporting System, and other applicable emergency software programs
Experience and ability to work with local resource management programs, PowerPoint, Word, Excel, and other applicable software programs
Valid Nebraska or Iowa driver’s license
Ability to consistently take initiative and use sound judgment when making decisions to benefit the organization.

Must be able to understand and speak English without accent or impediment of speech that would interfere with two-way radio communications with air traffic control for those positions required to operate on the movement area
Physical requirements include good hand-eye coordination and fine motor skills. Frequent use of office tools such as staplers, copiers, fax machines, scanners, and telephones. Prolonged screen time requires good visual acuity to focus on text and details for extended periods. Physical requirements also require firefighters to carry heavy equipment (hoses, axes. Ladders, etc.) and rescue individuals, sometimes weighing over 100 pounds, in emergency situations. Emergency response can last for extended periods, requiring firefighters to maintain high energy levels and stamina while wearing protective clothing and equipment
