NDDOT Hiring Salary: $8,691 / month

Contract Administration

Supervise large and or complicated, federal aid projects on state and US highways, urban areas and rural areas.
Manage multiple federal aid construction projects during same construction season.
Coordinate all day to day activities on construction projects with contractors, employees, and consultants; go over any needed changes, issues, or schedules.
Establish and maintain an effective working relationship with DOT personnel, contractors, public officials, and the public with open communication to maintain a productive and professional project environment.
Analyze field testing data and make recommendations and appropriate field design changes where necessary or appropriate.
Responsible for recording and organizing all contract paperwork from preliminary start of project to submission of final records, including project diary, project quantity books and materials testing files.
Notify contractors of deficiencies in necessary documentation.
Negotiate change order items with contractors.
Analyze field testing data and make recommendations and appropriate infield design changes where necessary.
Ensure work is proceeding according to DOT plans, specifications, and procedures on DOT issued contracts.
Maintain knowledge of department procedures and policies related to office activities involving administration of construction procedures.
Project and Personnel Supervision

Supervise employees.
Coordinate schedules of inspectors, survey crews and materials crew to avoid unreasonable delays to contractor or project.
Provide proper training for personnel on department policies, inspection and material testing procedures.
Offer positive, enthusiastic work environment by offering diversity of work assignments.
Conduct safety meetings to ensure awareness of working conditions such as working within heavy traffic areas and around heavy motorized construction equipment, and taking proper precautions to maintain a safe working environment.
Keep the District informed of the activities of the Consultant and Contractor on a project and to ensure all guidelines are being followed.
Be a first point of contact for consultants running jobs within the district.
Team Leader for Preliminary Engineering

Supervise and coordinate the preparation of district plans and concept reports. Assure all project concept reports and plans are submitted on time. As the Professional Engineer in charge, sign and stamp district project concept reports and plans.
Review existing conditions and survey data and gather information needed to develop project concept report. Prepare for and run field reviews.
Prepare plans from concept report scope of work, approval and decisions, and incorporate design recommendations, project related data and environmental regulations.
Project plan preparation includes but is not limited to project specifications, final layouts, unit quantities, designing project traffic control and estimating project costs.
Conduct field reviews and Plan Specification & Estimates (PS&E), update milestone items, and other necessary items in the preparation of a project concept report and plans.
Prepare and Stamp District Plans and Concept reports.
Team Leader for Consultant and Locally Administered Projects

Provide guidance to consultants/local governments during preliminary engineering and construction phases of federal aid projects.
Attend Plan, Specification & Estimates (PS&E), pre-job conferences, task force committee meetings, etc. as required throughout project.
Act as liaison between the consultant/local agency and the Department.
Ensure preliminary engineering conforms to the Department's Design Manual.
Ensure construction engineering conforms to the plans, specs, Manual on Uniform Traffic Control Devices (MUTCD), environmental, and federal requirements.
Ensure final records are completed in timely fashion.
Oversee Preparation of Project Finals:

Review final records submitted by consultants and counties, and provide recommendation on acceptance.
Prepare and organize project records for use in project finals.
Supervise completion of project final records in accordance with department procedures.
Check quantities and processing of required final papers.

Minimum Qualifications
Registration as a professional engineer in North Dakota within 6 months of start date.
Bachelor of Science degree in Civil, Construction Engineering or similar.
Minimum of four years of professional-level engineering work experience, including two years of supervisory or lead work experience.
Requires a class D driver’s license for travel to meetings and project locations.
Employment of the selected candidate will be contingent on satisfactorily completing the interview process and the required drug test, medical screening, reference check and driving records check.
